Legislative Consent Memorandum on the Enterprise and Regulatory Reform Bill relating powers to include sunset and review provisions in subordinate legislation (15 mins) NNDM5061 Jane Hutt (Vale of Glamorgan) To propose that the National Assembly for Wales, in accordance with Standing Order 29.6, agrees that those provisions of the Enterprise and Regulatory Reform Bill which relate to a power for Welsh Ministers to include sunset and review clauses in subordinate legislation, insofar as they fall within the legislative competence of the National Assembly for Wales, should be considered by the UK Parliament. Amendment 2 - Aled Roberts (North Wales) Add as a new point at the end of motion: Calls on the Welsh Government to review governance arrangements for the Children’s Commissioner for Wales and consider making the Commissioner accountable to the National Assembly for Wales rather than solely to the First Minister. Amendment 3 - William Graham (South Wales East) Add as new point at end of motion: Notes that the Children’s Commissioner for Wales' press release accompanying the Annual Report 2011-12: a) acknowledges concerns raised with the Children’s Commissioner for Wales that some young people in Wales have no access to good quality youth services and that youth services are undervalued; and b) calls for a national commitment to recognise the value of youth work.
